Some documentation, yes.
But you only have to unpack, to start with.

You may also download the disk images a.img.gz and c.img.gz.
They are for FreeVMS 0.3.10.
Have you tried them?

You typically decompress, and then run them like
qemu -fda diskimage/a.img -hda diskimage/c.img -boot a -monitor stdio.
