Of course it's possible, but in my humble opinion 'open and free to 
modify' contradicts being a clone of VMS.
You don't have this Freedom, because you want to implement VMS. (and how 
can you improve on perfection?) :-)
Linus didn't have Freedom either, because he wanted to clone Unix. Linux 
(which I use on three of my PCs) is just another Unix clone...
