[FreeVMS] Trying to compile the linker

Starting at the top of the HOWTO.

I'm using CC version 3.3.4 (Debian 1:3.3.4-13) You stay to build the Linker.
So I do a:
  Make download-linker.  I got this to work after installing ncftp.
  Make build-linker.  I get the following error:

...
checking for library containing strerror... Configure: error: Link tests are
not allowed after GCC_NO_EXECUTABLES.
make[2]: *** [configure-libiberty] Error 1
make[2]: Leaving directory '...freevms/linker/src/build'

Doesn't sound like this worked.
Can you help me...
