[RPL/2] RPL/2 4.1.37 `tools/libXpm-3.5.16` requires `automake-1.17`.

Compiling with `--disable-rplcas` to skip RPL/CAS errors out later in `tools/libXpm-3.5.16`, complaining that automake version 1.17 is needed. I have 1.18.1.

Quick reading on the internet, `autoreconf -f -i` in the respecive direcrory(s) could help.
