[RPL/2] RPL/2 4.1.28

	Hello,

	After a long work as gcc7 was unable to build RPL/CAS anymore, I'm
proud to announce RPL/2 4.1.28 with a lot of new features, propably new
bugs and maybe bugfixes :
- Motif integration (dualscreen) is fixed ;
- NBRCPUS (number of CPU's) intrinsic is added ;
- fortran multiple modules error is now fixed ;
- RPL/CAS is upgraded and fixed.

	With these fixes, RPL/2 can be built with modern compiler.
