[RPL/2] RPL/2 4.1.26

	Hello,

	I have just released RPL/2 4.1.26 with some bugfixes and new features :
- major bug is fixed in READ (FLOW sockets);
- Lapack is upgraded to 3.7.0;
- OpenSSL is upgraded;
- GSL is upgraded to 2.4;
- file is upgraded to 5.29;
- some modifications are done to buld RPL/2 (and modules built with 
RPL/C) under Cygwin (Windows 10, 64 bits);
- some symbols are removed from executable;
- readline is upgraded to 7.0.
