[FreeVMS] New enthusiast.

I pulled down what I think were the right sources but haven't had a chance
to try and build.

My VMS years were long ago on the old Delphi service for those who remember
it.  I'm willing to take a swing at the pager and swapper but it could take
me a LOONG time by myself.
