[FreeVMS] New release 0.2.15

New release 0.2.15 at
ftp.nvg.ntnu.no:/pub/vms/freevms (freevms-0_2_15.tgz and linker-0_2_6)

Disk images are named a.img.gz and c.img.gz.
The USE file or reference to it should accompany downloads.
(For x86_64 they are named a.img.x86_64.gz and c.img.x86_64.gz)
The README file should be read first.

News:
Started with a minimal and basic SMGRTL.
New Bliss version, 0.210 (bump mainly due to move to 4.1.1 backend).
System services for capabilities and affinity (yet untested).
Exe$nampid now does privilege checking.

Bugs/features fixed:
Both:
Bliss bug fixes are noted in Bliss HOWTO.
System service dclast did not set access mode.
i386:
PAL was missing user mode in PSL when going to user mode.

New bugs/features:
Probably some.

Notes:
x86_64:
Telnet will not compile, since it is for 32-bit.
Both:
Bliss compiling something now takes less than one tenth than with 3.4.3.
